About this document

The Climate Change Committee (CCC) commissioned Sayers and Partners to update their Future Flood Explorer (FFE) model to include the most up-to-date flood hazard data and to align with the climate framing used in the other research projects on cost-effective adaptation.

The project explored adaptation responses to changing risk from river, coastal, and surface water flooding in the UK. The analysis focused on the relationship between investment and different outcomes of future flood risk.

This report reflects the views of Sayers and Partners and does not represent the views of the CCC.

Key messages

  • The risk of all types of flooding will increase significantly by 2050, under current modelled levels of adaptation action.
  • Further adaptation actions can reduce the risk of flooding, for example, natural flood management; raising or extending flood defences; building new flood defences; installation of sustainable drainage systems; planning rules for new property development; and property-level flood resilience measures.
  • An increase in public investment is required to fund the appropriate package of adaptation measures to avoid increased flood risk in the future.
